# File Storage & Transfer Rules (FTR-06, version 1.0)

## What this does

Two storage layers, canonical path, #drop\, and the no-base64 transfer rule

## When to use this skill

- A person asks to install, apply or update "File Storage & Transfer Rules" (FTR-06) in a project.
- A project's agent instructions list file-storage-and-transfer as installed and the task touches what it covers.
- Requires first: FTR-05 (skill connectors-and-capabilities).
- Required by: FTR-07 (skill folder-structure), FTR-20 (skill cowork-integration), FTR-21 (skill agent-md-context-file).

## Install procedure

Steps run in order. Assess comes first, every question in the Ask step is answered by the person before anything is written, and every write merges additively into the existing project files (read the file first, update an existing section in place, never overwrite).

### Assess first
- Confirm the Filesystem MCP connector is live and the canonical path is registered (see Connectors & Capabilities). A connector that responds is not the same as one that can access the project directory.
- Read `admin\AGENT_INSTRUCTIONS.md` for an existing canonical path and drop folder. Reuse whatever is already defined.
- Check whether a `#drop\` folder exists at the project root.

### Ask, only if needed
- If no canonical path is defined: list the directories the Filesystem MCP connector can access and ask "Is your project directory on this list?" If yes, use it. If no, provide the add-directory steps below and wait.
- Otherwise nothing to ask.

### Write

The full Write payload is in references/write-payload.md. It is applied exactly as written, with the merge rule above.

### Confirm
Confirm: your storage layers and transfer rules are in the agent instructions — canonical path [path], drop folder [path]\#drop, and the no-base64 transfer rule are locked in. Want to install another, or is that everything for now?
